LOWER PHALEN RESTORATION PLAN
A 40-acre abandoned rail yard in Saint Paul's Mississippi River floodplain is being purchased with a combination of public and private funds to become a wildlife sanctuary. GRG is reviewing the restoration plan for the site and will help with implementation.
